Phase Two of Washington, DC Reopening

Effective 12:01 AM, June 22, 2020

General Summary

This Mayor’s Order moves the District into Phase Two of the ReOpening DC effort and builds on the limited reopening that was successfully implemented during Phase One that began on May 29, 2020. During Phase Two, groups of 50 or more are prohibited and people must continue to maintain social distancing of six feet or more from people outside their households, except if such distance is impossible to maintain. Many non-essential businesses are allowed to open in Phase Two, as summarized below:

Barbers, Hair Salons, & Personal Services

• Tanning, tattoo, waxing, threading, electrolysis, cryotherapy, facial and other skin services, and nail salons may open during Phase Two.

• Maintain social distance of six feet or more and allow only 1 client per stylist/barber/technican in the salon.

• Employees and customers must wear a mask or cloth face covering at all times.

• Gloves should be worn as indicated per routine job responsibilities.

• Only customers with appointments can be in the salon; no waiting area for walk-ins.

Restaurants

• Outdoor service remains as in Phase One, but indoor service at 50% capacity to seated patrons only.

• No more than six (6) people may be seated at a table or a joined table.

• All tables must be at least six (6) feet apart.

• No standing is permitted at the bar area.

• If a bartender is present, the bar area must remained closed. If a bartender is not present, the establishment may seat patrons.

• Dining records must be saved for at least 30 days.

• Hookah bars and cigar bars remain closed. Also, bars, nightclubs, and mixed-use facilities shall remain closed unless they are serving food and have proper ABRA endorsements.

Recreation and Exercise

• Playgrounds may open.

• Gyms, health clubs, yoga, dance, and workout studios may open with capacity limits of five (5) persons per 1,000 square feet.

o Limit equipment so patrons do not use adjacent equipment at the same time.

o Showers, saunas, steam rooms, and changing facilities are closed during Phase Two.

o Employees and Customers must wear a mask or cloth face covering at all times.

• DPR may open outdoor swimming pools.

• Housing accommodations may open their swimming and wading pools for residents only, while keeping sign-ins for possible contact tracing.

• Hotel pools shall remain closed.

Non-Essential Retail Businesses

• In-store service in permitted, but not to exceed 50% of maximum allowed occupancy.

• Employees and patrons must wear a mask or cloth face covering at all times.

Places of Worship

• May operate with expanded capacity limits of 50% capacity of the facility, or 100 or fewer people, whichever is fewer.

Libraries, Museums, and Exhibits

• Libraries, museums, and galleries can reopen with capacity limits and physical distancing measures in place.

• Small events of up to 50 people are allowed with physical distancing.

• Guided tours or large tour groups are not permitted in Phase Two.

Theatres, Cinemas, Entertainment Venues

• These remain closed during Phase Two, unless these facilities apply for a HSEMA waiver to hold an arts, entertainment, or cultural event.
